IV

States' Relations

Ratified 1788 · Four sections governing how states treat each other

Section 1 — Full Faith and Credit

"Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State" — the clause that makes a judgment or marriage valid in one state generally valid in all others.

Section 2

  • Privileges and Immunities Clause: citizens of each state are entitled to the same privileges as citizens of the states they visit.
  • Extradition Clause: a state must return a fugitive from justice to the state where the crime was committed, on demand.

Section 3

Gives Congress the power to admit new states and to make rules governing federal territory and property — the basis for federal control of public lands.

Section 4 — Guarantee Clause

Guarantees every state "a Republican Form of Government" and federal protection against invasion and, on application of the state legislature, domestic violence.
